Disaster: Hurricane Katrina And The Failure Of Homeland Security, a work by Wall Street Journal reporters  Christopher Cooper and Robert Block.  At a glance, it appears the one of the primary arguements for FEMA’s failure will be its absorption into the Department of Homeland Security and the resultant focus on terrorism rather than natural disasters.  Looks very well-researched and pretty intriguing - a fuller review when I have the chance to read it all…
