Breach Or Overflow?
That’s the question fatman asks in the comments; i.e., was a breach of the levee really anticipated in Katrina, or was it an overflow? It’s not an academic question, particularly given the fierce criticism of President Bush when he suggested that a breach was not anticipated. I can’t imagine a more thorough treatment of the question than the one provided here at Brainster’s Blog (hat tip to Michelle Malkin)…

I don’t have a link at the moment, but IIRC, Bush’s comment was also taken out of context. He was responding to the question of why there wasn’t a massive federal response into N.O. on Tuesday, before the levees broke. In the context of that day it seems much more reasonable to say that no one expected the levees to break. Everyone was heaving a collective sigh of relief that New Orleans had been spared.
